Fluffy Petti Tutorial

I hope that this is within the rules of the group.. I drew up a tutorial on how I made this petticoat. Many have asked how it was made, so I wanted to share. I hope the scans (and my horrible handwriting!) are readable. I'll be on hand to answer any questions.
